Springs and nitrogen rules
Statewide, since July 1, 2023, new systems on lots of 1 acre or less in any BMAP area must be nitrogen-reducing where
sewer is not available. Search your address on DEP's
Springs BMAP and HB 1379 requirements map,
then confirm with the permit office. Maps are a starting point, not a ruling.
Sewer and upgrade programs
- University Area septic-to-sewer: The county described the program as completely free for residential properties between Fowler Avenue and Bearss Avenue, from I-275 to Bruce B. Downs Boulevard. Owners then pay a monthly City of Tampa utility bill. The county listed the program as running from January 18, 2023 to August 12, 2026, so it has ended. Official page
- Other planned conversions: The county has planned or proposed conversions in Gibsonton, Palm River, Ruskin and Wimauma, some of them in phases. The project pages we opened do not say what property owners will pay. Official page
Low-income homeowners in eligible rural areas may also qualify for USDA Section 504 repair loans and grants. Programs change, so ask the
program before you sign. Details: septic repair assistance and financing (checked November 6, 2026).

Springs and nitrogen rules
Parts of Lake County are in the Silver Springs and Rainbow Springs BMAP, which also covers parts of Marion, Alachua, Putnam, Sumter and Levy counties. In that plan area, a repair or modification permit requires a nitrogen-reducing (ENR) system on any lot size, and DEP's August 2026 table lists the any-lot-size rule for new systems as of July 27, 2026.

Sewer and upgrade programs
- Lake County Septic Program: Instead of sewer lines, the program removes existing septic tanks and installs a small treatment unit. The county covers the initial cost as funds are available, and owners then pay a monthly service fee ($56.65 a month on the program page, billed with the annual assessment). Only properties in unincorporated Lake County inside a basin management action plan area qualify. Official page

DEP adopted the plan by final order on June 27, 2025 and declared it final and effective on April 27, 2026, after the last challenge was dropped.

Springs and nitrogen rules
Parts of Orange County are in the Wekiwa Spring and Rock Springs Priority Focus Area (PFA). On lots under 1 acre in the PFA, a repair or modification permit requires an upgrade to a system that removes at least 65% of nitrogen. Orange County says this has applied since March 1, 2025. A system in good working order does not have to be changed.
Statewide, since July 1, 2023, new systems on lots of 1 acre or less in any BMAP area must be nitrogen-reducing where
sewer is not available. Search your address on DEP's
Springs BMAP and HB 1379 requirements map,
then confirm with the permit office. Maps are a starting point, not a ruling.
Sewer and upgrade programs
- Orange County Septic Upgrade Incentive Program (SUIP): Has offered up to $10,000 to upgrade a conventional system to an enhanced system that removes at least 65% of nitrogen. The home must be in the Wekiwa and Rock Springs PFA, in unincorporated Orange County, and served for wastewater by Orange County Utilities. The page does not say whether funding remains or give a deadline, so ask the county before you count on the grant. Official page
- City of Orlando, Rosemont North septic-to-sewer: The city project set out to move 104 properties from septic to sanitary sewer with an EPA Section 319(h) grant obtained through DEP. The city says residents who connect while the grant applies have most of their out-of-pocket costs covered. Its project page (last updated March 12, 2026) listed completion as expected in the 3rd quarter of 2026 and does not say whether the work is finished, so ask the city whether the grant still applies.
